Is there a difference in meaning between words watercolor and watercolour, except of that fact that «watercolor» is from American English, and «watercolour» is from British English?
In one dictionary I found explanation that watercolor means watercolor paints, and watercolour means a picture made in watercolor technique. Can it be so?

As far as I am aware, the only difference is the choice of spelling of colour/color.
This side of the world, we meet only watercolour.
On the other side, they may be able to report a difference.
(Edit: I see that they don’t )
Can you tell us which dictionary reported the difference?

I understand, that it is not correct to show here link to the Russian dictionary, but not to show it after I was asked, would be also not correct.

Your dictionary translates watercolor as paint, only; watercolour as either paint or picture.
That’s curious, but perhaps just an oversight.
Look at watercolour and watercolor
I think they are identical.

Make a wild guess about whether the majority of readers will be in the U.S. and proceed accordingly.
I’m not being flip. This is the only answer to your problem. Be assured, however, that those of us in the breakaway colonies understand watercolour quite well and the reverse is true as well.
In other things, it’s not something to overly worry about.
